Understanding the stakes of Digital Sovereignty requires recognizing its potential to reshape global power dynamics in the digital age. As the EU navigates the challenges posed by data control, privacy, and security, “Digital Sovereignty” emerges as a fundamental element in strengthening its autonomy and resilience in a progressively interconnected world. The World Economic Forum describes Digital Sovereignty as the ability “to have control over your own digital destiny”, whereas the European Parliament defines it as “Europe’s ability to act independently in the digital world.” Fundamentally, the concept of European Digital Sovereignty reflects the ambition to reduce technological dependency on dominant global players.

Achieving this goal involves addressing essential areas such as physical infrastructure, software development, and data governance. The EU has made significant progress, particularly in data protection, as demonstrated by recent regulations. Nevertheless, notable challenges persist. Critics emphasize that while these regulations enhance consumer rights and privacy protection, they have not adequately promoted innovation or strengthened the global competitiveness of European technology firms.
